Business Cases

AMION has an outstanding track record in developing HM Treasury Five Case Model compliant business cases across all stages of investment — from Strategic Outline Case through to Full Business Case. Our team brings together economists, accountants, commercial specialists and sector experts to build cases that are technically rigorous, strategically compelling and commercially sound.

We have developed business cases for major infrastructure, cultural, economic development and regeneration schemes, working closely with local authorities, combined authorities, government agencies and the private sector. Evaluations

We design and deliver rigorous, independent evaluations of economic development and regeneration programmes — at local, regional and national scale. From theory of change design and baseline establishment through to interim and final impact evaluation, our team applies the full range of quantitative and qualitative techniques.

Our evaluation portfolio includes major national programmes for Historic England (HSHAZ), Homes England, and the Department for Education. AMION's HSHAZ evaluation was shortlisted for an Institute of Economic Development Award, recognising the quality and impact of our approach.

Funding Applications

AMION has an exceptional record of securing investment for clients — from expression of interest through to full business case, across Levelling Up, Towns Fund, High Streets Fund and a wide range of competitive funding programmes. We secured over £459 million for clients through the Levelling Up Fund alone.

Impact Assessments

Understanding the real impact of public investment requires rigorous application of additionality principles — accounting for deadweight, displacement, leakage and multiplier effects. AMION helped author the national Additionality Guide, referenced in the HM Treasury Green Book and used internationally by bodies including the World Bank.

Transport Economics

AMION's Transport Economics team, established in 2020, provides bespoke transport consultancy including economic appraisal, impact assessment and connectivity analysis. We work at the interface of transport and place-based economic development, reflecting the direction of the 2026 Green Book which integrates transport and economic development appraisal.

Visitor & Leisure

AMION's Visitor and Leisure team has worked with some of the UK's most significant cultural and recreational organisations — from English Heritage and Sport England to major events organisations. We bring economic rigour to the assessment of cultural, sporting, heritage and leisure investment.
